Negative travel advice by the US Government for Mexico
Update 8/2017: In the summer of 2017, the US State Department issued a travel warning for Mexico. That included very popular destinations. Cancun, Cozumel, the Mayan coast with Tulum and the Cenotes, and so on.
The many people who asked me where to go diving, taking the travel warning for Mexico into account, I advise to travel to Costa Rica.
